ubiwhere

BeOpen is a European project (2023-2025) that aims to promote access to and reuse of High-Value Datasets (HVDs) from public administrations, in line with the European Open Data Directive. The primary objective is to facilitate the development of digital services and Artificial Intelligence solutions, thereby improving the interoperability, quality, and accessibility of public data.

The project involves eight pilot cities in six countries, applying HVDs to services such as urban management, emergency response, environmental monitoring, and urban mobility. A technical framework (BeOpen Framework) is being developed, which includes standards, APIs and tools to help public organisations manage and make data available in reusable and free formats.

Ubiwhere actively contributes to the project by supporting the improvement of public data, ensuring compliance with European regulations. It is working in collaboration with the Porto City Council to develop a real-time dashboard for visualising urban occurrences, using its Urban Management Platform as the technological basis. This tool integrates various HVDs (geospatial data, weather, environmental, etc.), optimising emergency response and municipal decisions. In addition, Ubiwhere has developed a methodology for assessing the quality and compliance of HVDs, including criteria such as machine-readable format, API access, open license, documentation, and adherence to the FAIR principles. In the future, the goal is to automate this assessment to continually improve the quality and utility of the data.
